Stevens County sits on the Hugoton Gas Field, the largest natural gas field in the lower 48 by historical cumulative production. The Chase Group (Council Grove + Chase) and Panoma carbonates are the long-life primary producers; many wells have been on production for 30–60 years and decline very slowly. We underwrite Hugoton royalty interests off the actual remaining decline curve and the operator behind the well — long-life PDP cash flow is the dominant value component, with limited new-drill upside compared to a more active basin like the Permian.
Two reasons. First, Hugoton wells are mature: production declines are gentle but compounding, so the same lease produces less gas than it did ten years ago. Second, dry gas prices at the Mid-Continent and ANR-OK index points have spent most of the last decade well below the $4–5 levels of the late 2000s. The combination of softer prices and gentle decline produces gradually lower checks. The interest itself still has real PDP value — the math just settles at a different cash-flow level than the 2008 peak.
Kansas accepts a transfer-on-death deed for minerals if the prior owner filed one, and otherwise requires either a probated will or an affidavit of heirship plus a recorded determination of descent. Many Hugoton-area title examiners are comfortable with a long-form heirship affidavit when the deceased has been gone several years and there is no contest. We coordinate the title work at our cost as part of closing — the lack of recent probate is rarely a deal-stopper in Stevens County.
